Our mission is simple. Community Counseling Center is a non-profit behavioral health provider focused on engaging the community in recovery. Mental health services were first made available via a public sector organization to residents of Ashtabula County in 1961 under the auspices of the Mental Health Clinic. This was prior to President John F. Kennedy's national community mental health movement, and prior to the creation in Ohio of the separate county mental health board system.

Originally a small office with only a part-time psychiatrist and a half-time secretary, the early Mental Health Clinic primarily provided medication to patients discharged from state psychiatric hospitals. Eventually, social workers, psychologists and other care givers were added to diversify and broaden the publicly funded mental health care provided within the community.

A companion provider to the Mental Health Clinic during this era, the Family Services Agency, offered outpatient counseling services. Both providers grew with the passage of time, due to the increasing demands and opportunities for services precipitated by the de-institutionalization of state psychiatric hospitals.

Community Counseling Center will be recognized as a premier provider of quality behavioral health care services that utilizes evidence-based practices, offers integrated health care solutions, and seeks to broaden community access to treatment.
Our services will protect the dignity and privacy of the persons served; respond to community diversity through culturally sensitive and consumer-focused care; and target outcomes that satisfy the consumer and demonstrate program effectiveness.
Our staff will be friendly, courteous and efficient; observe the highest ethical and practice standards; respond with empathy and compassion to the needs of the individuals we serve, and; be committed to staying up to date with behavioral health sciences and current best practices.

We offer a wide range of programs and services to meet the needs of those affected by our cause.
We help them and their families by providing programs, information and resources to assist in their journey.
We also help by raising awareness through public outreach.
All inquiries for service can be made by calling us at 440-998-4210.
Your call will be directed to an intake specialist who will collect appropriate information by phone and help you decide where best to receive services.
They will arrange a time and date for a more complete assessment and from that appointment will arrange services with a counselor, Community Psychiatric Supportive Treatment provider, Psychiatrist or Recovery Counselor as appropriate.

We have adjusted our hours in relation to the reduction of the onsite workforce at the agency during the pandemic.
Between the hours of 6:00 pm and 8:30 am a live answering service will answer all incoming calls.
Messages will be given to Community Counseling Center staff on the next business day to be returned during the hours of operation listed above.
Community Counseling Center is an hourly stop on the Ashtabula County Transportation System (ACTS) bus route.
The first scheduled stop is 8:20 am and the last scheduled pickup is 4:20 pm.
Client Rights/Policies

It shall be the policy of Community Counseling Center to afford all clients the full spectrum of rights as recipients of our services, to provide all clients with a process by which to address any grievance, and to thoroughly report and investigate any allegation of abuse or neglect.
Each client shall be provided the attached statement of Client Rights and Grievance Procedure at the time of their admission to the Agency and annually if they are served in a program longer than1 year.
A copy of the Client Rights and Grievance Procedure will also be made available upon request of the client.

It is the intent of Community Counseling Center to provide services in an equitable manner and with full respect of all due rights of its service consumers.
There may be times, however, when a consumer feels he/she has been responded to in a way which denies or violates his/her rights as a client.
When this occurs, the agency seeks to address the complaint or grievance in a responsive and impartial manner and to strive for a fair resolution.
Make this complaint known to the Agency Client Rights Officer in writing.
